A certified and licensed contractor is one who is appropriately registered with the State and with the City in their area of expertise. Once a contractor is appropriately certified and licensed, the contractor is eligible to receive contracts from the City.

Depending on the value of the contract, the contractor will also support payment of "prevailing wage" to their employees.
